Built on Apple's Screen Time

Pausely uses the same framework that powers iOS's built-in app limits. Apple grants it only to apps it has reviewed for the purpose, and Apple — not Pausely — is what actually stands between you and the app. That is why Pausely can block an app without ever learning its name.
